UNIVERSITY OF DAR ES SALAAM ACCOMMODATION BUREAU HISTORY

The University college of Dar es salaam was founded in October 1961 and for the first two years it offered courses leading to Bachelor of Laws degree of University of London. In 1961 there were only 14 students and accommodation was not a problem. In 1970/71 all accommodation matters were handled by the Department of Students welfare which was under the Dean of Students. The department was responsible for all matters concerning residence, games and sports, religious activities, catering and general counseling and personal issues.

From 1960s University of Dar es salaam had six halls of residence to late 1969 (i.e. Hall one - six) which had a capacity of accommodating 1203 students. However, due to increase of students’ enrollment in 1972, the major conversion of rooms from single to double was done in order to increase capacity of accommodating students up to 1745. In 1980s the University built hall seven which has the capacity of accommodation 304 students.

The UDSM 2000 Institutional Transformation Programme and Strategic Planning Process led to the establishment of the University Students Accommodation Bureau (USAB) which was officially established in 2000 by Memorandum No 142.3.6 of the Council of UDSM. USAB is semi autonomous unit of University, adequately equipped and staffed to provide a credible management of all students’ accommodation and related services, functioning under the Directorate of Investment and Resource Mobilization (DIRM). However, in 2008 the USAB was shifted to the Dean of Students office.

Generally, the roles and functions of the University Students Accommodation Bureau (USAB) are to oversee effective and efficient Management of students’ accommodation facilities.  The Bureau is also charged with the task of securing affordable student accommodation facilities off-campus.

Specifically, USAB is determined to:

(i)        Assist the University in implementing the Student Affairs Policy with respect to accommodation.

(ii)       Provide room accommodation for students and other clients in the J.K. Nyerere Campus halls of residence and hostels.

(iii)      Address the accommodation needs of the students in a fair, transparent, cost effective and customer-oriented manner.

(iv)      Consider views of students and University management in improving the services of the bureau.

(v)       Provide other services that will make halls of residence and hostel a place with friendly environment for customers.

(vi)      Assist students to get affordable and conducive off-campus accommodation facilities to suit the needs and wants of customers and the University.

(vii)     To maintain and clean the existing accommodation facilities to suit the needs and wants of customers and the University.

(viii)    Provide relevant information pertaining to matters of accommodation generally and off-campus in particular.

(ix)      Manage occupant’s relationship.

 

ACCOMMODATION FACILITIES

Since the establishment of USAB (2000) to date there are some changes and developments in the accommodation and enrolment pattern of the students at the University. Building of Mabibo Hostel complex was among the major changes done within 50th anniversary with a capacity of accommodating 4,295 students. This has changed the capacity of accommodation from 1,745 to 6,945 in early 2006. In 2017 the new Magufuli Hostels were also built to further increase the capacity to 11,133 beds thanks to the new President Hon. Dr. John Pombe Joseph Magufuli. However, the accommodation facilities caters for only about half the entire students population. 

The prices for accommodation ranges from Tshs. 500 to Tshs. 2000 for local undergraduate and postgraduate students respectively and USD 3 for International students.

Basing on the ratio of students’ enrolment and available accommodation facilities at UDSM the University of Dar es Salaam Council formulated Students Accommodation Policy.  The policy   addresses an important component of the Students Affairs Policy. In addition, the policy also identifies several approved criteria to work as guidelines for student accommodation in   halls/hostels of residence.

 According to the Students Accommodation Policy as revised from time to time, Room allocation for the year 2011/2012 was guided by the following criteria in a chronological order.

  •  Disabled students
  •  Sick students
  •  Foreign students
  •  1st year students
  •  DARUSO cabinet
  •  Others

 The major challenge facing USAB in 50th year celebrations is insufficient accommodation facilities which are not proportional with the number of enrolled students. But the USAB has   entered into agreement with external accommodation providers within the neighbourhood of the University to help students to get access to the accommodation facilities at affordable   prices and these facilities are available through the USAB Offices located at HALL OF RESIDENCE 5.
