Captain Patrick Kikwaya is a seasoned ICT professional and academic administrator with over 20 years of experience in information technology, data management, and institutional development. He holds a Master of Science in Electronics Engineering and Information Technology (First Class with Honors) and a Bachelor of Science in Electronics Science and Communication (Upper Second Class with Honors), both from the University of Dar es Salaam (UDSM).
Since joining UDSM in 2005, Captain Kikwaya has served as Principal ICT Officer, where he has overseen the design, implementation, and management of institutional ICT infrastructure. His expertise spans network systems administration, cybersecurity, ICT policy formulation, and user training. He has played a pivotal role in enhancing the university’s digital capacity, ensuring robust systems that support both academic and administrative operations.
In January 2025, he was appointed Data Coordinator in the Office of the Deputy Vice Chancellor - Research. In this role, he leads the Data Coordination Unit, tasked with collecting, validating, and submitting institutional data to global ranking organizations such as Times Higher Education, QS, and Webometrics. His work focuses on improving UDSM’s visibility, ranking performance, and compliance with international data governance standards.
Beyond his university roles, Captain Kikwaya has contributed to national and international projects, including developing the Open Data Kit (ODK) system for Tanzania’s 2020 General Election and administering EU- and UN-funded research projects. Fluent in English and Swahili, he remains committed to leveraging ICT innovation and strategic data management to advance Tanzania’s higher education on the global stage.
