Biography

Salvatory Emanuel Rugina, born on October 30, 1983, in Msimba, Kigoma Region, Tanzania, is a seasoned procurement and supplies professional with over 15 years of progressive experience in both the public and private sectors. His career has been marked by a commitment to integrity, strategic sourcing, and public service excellence, particularly in areas of project implementation, procurement planning, and supply chain management.

 

Education and Professional Certification

Salvatory holds a Master’s degree in Project Management and a Bachelor’s degree in Procurement and Supplies Management. He is a Certified Procurement and Supplies Professional (CPSP-T) and is formally registered as an Authorized Procurement and Supplies Professional in Tanzania. Additionally, he is certified as a Procurement and Supplies Auditor, further demonstrating his comprehensive expertise in procurement governance and compliance.

 

Career Overview

Currently serving as a Senior Supplies Officer at the University of Dar es Salaam since April 2020, Salvatory plays a key role in overseeing institutional procurement activities. His responsibilities include preparation of Local Purchase Orders (LPOs), annual procurement planning, supplier and market analysis, consignment clearance, and acting as the Secretary to the Tender Board. His strategic leadership ensures compliance with procurement regulations and the efficient delivery of goods and services.

 

Prior to this, from July 2016 to October 2018, Salvatory was the Acting Head of the Procurement Management Unit at Babati District Council, where he led the council’s procurement operations, coordinated logistics, and managed the entire tendering process. Between February 2013 and July 2016, he also served as Supplies Officer at the same council, performing similar duties and supporting infrastructure development projects across the district.

 

Earlier in his career, he held the position of Head of Supplies Office at Hubert Kairuki Memorial University (2011–2013), where he developed and managed centralized procurement systems, negotiated contracts, and optimized supply chain performance.

 

His professional journey began with a temporary role at TANESCO-Chunya in 2010 as an Assistant Procurement and Supply Officer, followed by fieldwork at Mawenzi Regional Hospital in Kilimanjaro, where he gained foundational experience in procurement processes, inventory management, and financial reconciliations.

Salvatory has played a central role in the implementation of major water infrastructure projects across Tanzania. His project portfolio includes:

 

Rehabilitation and Extension Projects: Mwikantsi, Erri, Sora, Minjingu, Ayasanda, Mandi, and Shaurimoyo Water Supply Projects

 

Borehole Drilling and Geophysical Surveys in six rural locations

 

Design and Construction of ten new water supply schemes and civil works across numerous villages including Endadosh, Duru, Magara, and Kisangaji

 

Major Water Infrastructure Projects such as the Mayoka–Minjingu Extension and Tsamas Water Supply Improvement

These projects have significantly improved access to clean water in underserved communities and reflect his dedication to development through procurement excellence.
