Biography

Dr. Moses Ismail Mchome is a telecommunications engineer, innovation expert, and university researcher, consultant and senior lecturer at the University of Dar es Salaam (UDSM). He holds BSc, MSc, and PhD degrees in Telecommunications Engineering from UDSM and has over 15 years of combined experience in academia, industry, and innovation ecosystems. He manages the university’s innovation pipeline across 22 units and leads the commercialization of digital products developed within UDSM's innovation hubs.

Moses has previously worked as a network engineer with HiTs Tanzania, Vodacom, and Nokia Siemens Networks, and as a systems auditor with PwC Tanzania. He is a founder and director of EcoDigital Limited and Sets Engineering Limited, companies focusing on climate tech and telecom solutions, respectively.

His expertise spans wireless communication systems, Industry 4.0 technologies, AI, IoT, and user-centered product design. He has supported organizations such as Public Service Social Security Fund (PSSSF), National Social Security Fund (NSSF), and the National Planning Commission of Tanzania in improving business processes and implementing digital transformation strategies.

He has also contributed to national and institutional policy development, including IP and commercialization guidelines, and led product development initiatives such as Akili AI, SmartStock, TanFishMarket, Smart-TryOn, and others. Moses is a founding contributor to the Tanzania Data Lab and actively supports youth innovation through his roles in University of Dar Es Salaam ICT Innovation Hub (UDICTI), Fintech Hub (FinHub, Youth for Change Innovation Hub (Y4C), and the Wireless Research Group at UDSM among others.

  • Artificial Intelligence & Machine Learning – Development of AI-based solutions for offline and rural communities, virtual fitting systems, and intelligent inventory management.
  • ICT for Development (ICT4D) – Digital transformation strategies for public institutions, social security service delivery, and inclusive access to technology.
  • Innovation & Commercialization – Human-centered design, innovation pipeline management, incubation and acceleration programs, and IP policy development.
  • Data-Driven Decision Making – Data innovation, monitoring and evaluation (M&E), and open data applications.
  • Digital Marketplaces & Platforms – Development and scaling of sector-specific digital marketplaces and fintech innovations.
  • STEM Education & Pedagogy – Challenge-Driven Education (CDE), competency-based assessment, and integrating practical technology skills in higher education.
