Biography

Dr. Godfrey Chugulu is an accomplished telecommunications and ICT expert with over 15 years of experience in Tanzania’s mobile communications sector. His professional journey spans technical, academic, and consultancy roles focused on advancing digital infrastructure and solving real-world challenges in connectivity and intelligent systems.

He holds a Ph.D. in Computer and IT Systems Engineering (2022), with research focused on ICT-based modernization of legacy power grids. His doctoral work concentrated on Smart Grids, specifically on enabling automatic fault detection and clearance in low-voltage distribution networks.

Godfrey earned both his B.Sc. (2008) and M.Sc. (2015) in Telecommunications Engineering from the University of Dar es Salaam (UDSM), where he currently serves as a Lecturer in the Department of Electronics and Telecommunications Engineering at the College of Information and Communication Technologies (CoICT).

His research interests include:

  • Smart Grid technologies
  • Smart communication infrastructure for energy and utility networks
  • Software Defined Networks (SDN)
  • Wireless and Mobile Communication (2G/3G/4G/5G)
  • Satellite Technologies and space-based communication systems
  • Hybrid Communication Architectures

A strong advocate for applied learning, Godfrey is a pioneer of Challenge Driven Education (CDE) in Tanzania. He works to bridge the gap between academia and industry, guiding students and professionals in developing sustainable, scalable solutions to local and national challenges. He has contributed to numerous consultancy projects across the country in telecommunications and space technology.
