Dr. Juma Hemed Lungo is a prominent Tanzanian academic and technology expert affiliated with the University of Dar es Salaam (UDSM). He is widely recognized for his contributions to ICT for development, Free and Open-Source Software (FOSS), software engineering, GIS, AI, and e-learning initiatives. His key inventions include the Students' Academic Register Information System (SARIS) aka ZALONGWA, the first online examination results processing and publishing system at the University of Dar es Salaam (UDSM). He also invented the Virtual Fiscal Device aka WebSHOP-VFD, an authorized VFD machine by the Tanzania Revenue Authority. While SARIS eliminated manual processing of exam results, reducing errors and delays, and enhanced transparency for students and administrators across African universities, WebSHOP enabled TRA-compliant real-time recording of transactions (e.g., fee payments, sales) and integrated fiscal devices with TRA’s systems to prevent revenue leakage and automate tax reporting. Dr. Lungo’s career is a testament to the synergy between FOSS advocacy, academic rigor, and entrepreneurial execution. By championing the development of SARIS and WebSHOP using open-source solutions, he has democratized access to critical technologies in education and fiscal management, empowered institutions to comply with regulations (e.g., TRA) while maintaining cost efficiency, and inspired a generation of African technologists to embrace FOSS as a tool for development. Dr. Lungo served as a Chair of the Free and Open Source Software for Africa (FOSSFA) and he pioneered the establishing the Tanzania Data Lab (dLab), the College of ICT Consultancy Bureau (CCB), and Zalongwa Technologies.
