Dr. Mathew Mathew is a lecturer in the Department of Computer Science and Engineering. He is a registered ICT consultant by the ICT Commission of Tanzania and has been working in the field of ICT since 2002. Mathew has a BSc in Computer Science and Statistics (Dar), a Postgraduate Diploma (MPhil) in Research Methods and Skills (Maastricht, ND), an MSc degree in Health Informatics (Dar), and a PhD degree in Digital Health Systems (Leeds).
As a lecturer, he teaches courses in research methodology for postgraduate students, management of ICT projects and organisational change management, management of software projects, systems analysis and design, and information systems. Also, he supervises research students at the MSc and PhD levels in computer science, data science, systems security, digital health systems, information systems, emerging technologies, digital transformation, and software engineering.
Mathew has participated in major studies on implementing critical information systems and other ICT solutions at the national and institutional levels, including leading and supervising research projects in digital health systems. He has been a leader and member of technical teams in developing strategic ICT governance management instruments such as national and institutional ICT policies, security policies, business continuity and disaster recovery plans, strategies, standard operating procedures, and guidelines. Also, he has led initiatives to develop eGovernment project implementation guidelines and standards and a national eGovernment capability maturity framework. Additionally, he has led a team contracted to audit the performance of major management information systems, reviewed ICT audit reports, and participated in writing and reviewing ICT-related textbooks under the Tanzania Institute of Education. Similarly, has worked with several public institutions and ministries to provide expert technical support in strengthening implementations of information systems and strategic ICT governance and management.
Mathew has rich leadership and management knowledge and experience in leading ICT projects, organisational change management processes, working with donor-funded initiatives in digital health solutions, and discharging coordination roles such as developing technical proposals, managing project funds, and preparing technical reports. Also, he has worked as an expert in evaluating the structure, governance, and performance of public and private institutions and providing strategic recommendations for improvement. He has been a board member of two university colleges for four years and is a board member of Massana Health Services (T) Limited, in Dar es Salaam.
