Biography

Emmanuel Laurent Mlay is a dedicated academic and legal professional, currently serving as a Tutorial Assistant at the University of Dar es Salaam School of Law, Department of Private Law. He holds a Bachelor of Laws (LL.B.) degree from the University of Dodoma, and has built a diverse portfolio of experience in both legal practice and academia.

Prior to his current academic appointment, Mr. Mlay served as a Committee Clerk at Lushoto District Council, where he played a key role in facilitating Council and Committee meetings, Management Team sessions, and ensuring compliance with procedural regulations. His responsibilities included minute preparation, resolution follow-up, and maintaining adherence to statutory meeting protocols.

In addition to his administrative experience, Mr. Mlay has a background in legal education. He previously taught at St. Joseph's College –The Institute of Business and Management, Kibaha Campus, where he delivered law modules at Certificate and Diploma levels. His teaching portfolio includes courses such as Business Associations Law, Law of Contract, Labour Law, Family Law, and Administrative Law. He also served as a Part-Time Law Tutor at the Tanzania Research and Career Development Institute (TRACDI) in Dodoma, where he facilitated modules including Alternative Dispute Resolution, Labour Law, Administrative Law, and Law of Contract.

Mr. Mlay has actively engaged in international legal and social initiatives. He has participated in programs focused on wildlife protection against poaching in Tanzania, and money laundering mock trials, both facilitated by Lawyers Without Borders international Organisation. He is also involved in an ongoing Climate Change and Environmental Justice program in collaboration with partners from Germany, advocating for sustainable solutions and legal responses to the impacts of climate change. He likewise served as a Research Assistant Intern at ARS IURA Consultancy Services Ltd., he conducted research into human rights issues affecting women, children, and persons with disabilities to promote, protect and Supporting the implementation of human rights standards.

In his current role at the University of Dar es Salaam, School of Law, He is actively understudies senior academic staff by participating in lectures, conducting seminars, and practical training sessions as part of his ongoing professional advancement. His teaching duties offer a valuable platform for direct engagement with students to fosters analytical, critical, and independent thinking and continues to make a constructive contribution to the advancement of higher education.

He is a member of both the Legal Aid Clinic and the Consultancy Bureau within the School of Law, further extending his contribution to legal education and community service.
