On the surface, Gelas Rubakula is a Public Sector Reform and Land Policy Analyst with over 5 years of experience in Academia. Trained as a public-sector reform and land policy analyst, Gelas Rubakula provides a qualitative perspective on new developments in public administration, governance and public policy-making in particular. His professional background in Education (Bachelor), Public Administration (Master) and Land Resources Management (PhD) has expanded his current involvement in different research projects. Areas of research interests include: Land Use Policy, Public Sector Reform; Governance and Development; Democracy, as well as Central and Local Government. He is currently working on policies related to land use management in Tanzania (in collaboration with Professor Zhang qi Wang of the China University of Geo-sciences, School of Public Administration, Wuhan,). He is also a co-author of the Game Changer Book project (in partnership with Eastern and Southern African Universities Research Program-ESAURP). In addition to his role as researcher Rubakula is also a Lecturer at the Institute of Development Studies at the University of Dar es Salaam, Tanzania, teaching and supervising undergraduate and graduate students. Rubakula is very good at his work and has the ability to research and provide a wealth of published research results in high quality journals. He wants to get more involved with influential decision makers and thought leaders in international public policy. He is open to challenge, dialogue, and exchange of ideas from top players in policy areas. His long-term goal is to become a national policy standard adviser. He wants to use his unwavering dedication and drive to bring greater dignity and freedom to the citizens of developing countries.
