DR. JAMES ELISA MCHOME JESSE (Senior Lecturer)(1971 to 2020)

Dr. James E. M. Jesse was born on 10th July, 1971 in Arusha. He graduated his LL.B in 1999 and then did two LL.M degrees, which he graduated in 2002 at the University of Dar es Salaam and 2008 at the University of Notre Dame (USA) respectively. In 2015 he graduated his PhD at the University of Dar Salaam. Dr. Jesse was admitted in to the bar and became an advocate of the High Court of Tanzania in 2005. In his employment life, Dr. Jesse was employed at the Faculty of Law, University of Dar es Salaam as Assistant Lecturer from 2003 – 2010, promoted to Lecturer in Law in 2010 and to Senior Lecture in 2020. He taught various courses including, Public Administration Law, Leadership in Law Enforcement, Administrative Law, Anti-Terrorism Law, Human Rights Law, Law of Contract and Land Law.

Prior to joining the Faculty of Law Dr. Jesse was employed as a Police officer from 1993 to 2003. This prior knowledge and experience helped him to become the founder and Coordinator of Bachelor of Arts in Law Enforcement (BALE) University of Dar es Salaam 2009 - 2020.

Furthermore, Dr. Jesse was the Head of the Department of Private Law in 2019- to August 2020, worked as part-time instructor at Law School of Tanzania from 2010-2019, and part-time lecturer at the Universities of Dodoma 2009 - 2010, Ruaha 2009-2011 and Ardhi 2002-2009. He was also an External Examiner at the Universities of Mandela Metropolitan from 2016 to his death, Mzumbe from 2005 and Zanzibar from 2018.

Dr. Jesse also held positions in various organizations which include, Chairman of the Tanganyika Law Society (TLS) Human Rights Committee from 2010 – 2011, Member of TLS Constitutional Review Committee from 2011 - 2015 and Member of special Committee on Constitutional Review under the Legal and Human Rights Centre from 2013 - 2015.

Dr. Jesse published books and various journal papers on Human Rights and Labour Law. He did various consultancies and attended several workshops, trainings courses and conferences as a participant and facilitator.

Dr. Jesse died in Dar es Salaam on 17th October, 2020 at the age of 49. May his soul rest in peace.
